CALL FOR ELECTION OF CORALINA'S GENERAL DIRECTOR
San Andres Island, October 02, 2023. Our Corporation for the Sustainable Development of the Archipelago of San Andres, Providence and Saint Kethleena - CORALINA, published the call for the election of the General Director for the institutional period 2024 - 2027. In the official document, the President of the Directive Board of the Corporation, in exercise of his legal and statutory powers, especially those conferred by Agreement No. 004 of August 30, 2023 issued by the Directive Board of the Corporation, and the Bylaws of the Corporation adopted by Agreement No. 001 of February 25, 2022, and other corresponding regulations, it is allowed to call citizens in general and all those who want to participate to apply for the position of General Director for the institutional period 2024 – 2027, to present their resume to participate in the Election Process for the position of General Director of the Corporation for the Sustainable Development of the Archipelago of San Andres, Providence and Saint Kethleena – CORALINA, which will be regulated by the dispositions of Agreement No. 004 of August 30, 2023 and the following conditions:
Requirements for the position
Pursuant to the provisions of Article 2.2.8.4.1.21 of Decree 1076 of 2015 in
in accordance with Article 49 of the Bylaws of the Corporation for the Sustainable Development of the Archipelago of San Andres, Providence and Saint Kethleena, adopted by Agreement No. 001 of February 25, 2022, the applicant for the position of General Director must meet the following requirements:
- Professional University Degree.
- Advanced postgraduate degree or three (3) years of professional experience.
- Professional experience of four (4) years in addition to the requirements established in the previous paragraph, of which at least one (1) must be in activities related to the environment and renewable natural resources or have held the position of General Director of a Regional Autonomous Corporation or Sustainable Development Corporation.
- Professional Card in the cases regulated by the Law.
- Those required by the special regime of the Department regarding languages and residence.
- Have their residence status defined in the department according to the provisions of Decree 2762 of 1993 or in the law that modifies, adds or replaces it.
- To speak English.
For the purposes of the provisions of literal c) of Article 2.2.8.4.1.21 of Decree 1076 of 2015 in accordance with Article 49 of the Bylaws of the Corporation adopted by Agreement No. 001 of February 25, 2022, for the present election process of the General Director of CORALINA, experience related to the environment and renewable natural resources is understood to be that acquired in any area of public administration or in the professional exercise in one or more of the following activities:
a) Planning, administration, control and monitoring of renewable natural resources and the environment;
b) Formulation, evaluation and/or execution of environmental policies, plans, programs and projects;
c) Formulation, evaluation and/or execution of environmental sanitation projects;
d) Consulting and/or advice on environmental projects and studies;
e) Formulation, evaluation and/or application of environmental legislation and regulations;
f) Development of research applied to the environment and renewable natural resources;
g) Environmental teaching at the higher level of duly recognized formal education;
h) Environmental planning of the territory.
i) Others that are carried out in the exercise of public office and that are related to environmental matters.
As a consequence of the above, and for the purpose of verifying the criteria of academic training, studies, experience certifications, as well as the titles and certificates obtained abroad, reference must be made to the provisions of Chapter 3 of Title 2 of the Decree 1083 of 2015, as well as those provided in this call. Continuation of the Call for Election of the General Director of the Corporation.
Functions of the general director
In accordance with the provisions of Article 53 of the Bylaws of the Corporation for the Sustainable Development of the Archipelago of San Andres, Providence and Saint Kethleena - CORALINA adopted by Agreement No. 001 of February 25, 2022, the General Director shall perform the following functions:
- To direct, coordinate and control the activities of the Corporation and to exercise its legal representation.
- To comply with and enforce the decisions and resolutions of the Corporate Assembly and the Directive Council.
- To submit for study and approval of the Board of Directors, the plans and programs required for the development of the purpose of the Corporation, the draft annual budget of income and expenses, as well as the projects of administrative organization and staffing of the Corporation.
- To submit to the Directive Board for its approval the projects of internal regulations.
- To order the expenditures, dictate the acts, perform the operations, celebrate the contracts and agreements that are required for the normal functioning and the achievement of the objectives and functions of the entity.
- To constitute agents or attorneys in law to represent the Corporation in judicial or litigious matters and other actions that may require it.
- To appoint and remove the personnel of the Corporation.
- To manage and ensure the proper use of the assets and funds constituting the patrimony of the Corporation.
- To submit reports to the Ministry of the Environment and Sustainable Development, in the manner determined by it, on the state of execution of the functions that correspond to the Corporation and the general and periodic or particular reports that it may request, on the activities developed and the general situation of the Corporation.
- To submit to the Directive Board the reports requested on the execution of the Corporation's plans and programs, as well as on its financial situation, in accordance with the by-laws.
- To call extraordinary meetings of the Corporate Assembly and the Board of Directors when deemed necessary, in accordance with these by-laws.
- To designate the persons who shall represent the Corporation in any activity or committee in which it must be present.
- To authorize foreign commissions of the Corporation's employees.
- To direct, coordinate and control the labor management of the Corporation's personnel and to resolve on all matters relating to administrative situations or novelties.
- To adopt the specific manual of functions and requirements of the employees of the entity, and to conform, merge or suppress work units, areas or sections for the adequate fulfillment of the functions of the entity.
- Compliance with the functions of the entity.
- Designate a director in charge during his official commissions, outside the jurisdiction of the corporation at the national level.
- Any other functions indicated by the legal norms in force.

The reception of resumes and supporting documents proving compliance with the requirements defined in Article 2.2.2.8.4.1.21 of Decree 1076 of 2015 and Article 49 of the CORALINA Bylaws, adopted by Agreement No. 001 of February 25, 2022, will be at the reception desk (Single Window for Procedures) located in the Office of the General Secretariat, First Floor of CORALINA's Main Headquarters:
